Lok Sabha Speaker Bars MPs, Political Parties from Holding Demonstrations at Parliament Gates
New Delhi, December 19, 2023: Lok Sabha Speaker Om Birla has issued strict instructions barring Members of Parliament (MPs), political parties, and members from holding demonstrations at any of the building gates of Parliament House.
The Speaker's order came after several incidents of protests and demonstrations outside the Parliament building in recent months, often disrupting the smooth functioning of the House.
In a circular issued to all members, Birla stated, "It has been consistently observed that members/members, group of members or political parties and Members are staging demonstrations at any of the building gates of Parliament House. They are shouting slogans and causing inconvenience to the public and security personnel."
The circular further reads, "The Members are, therefore, directed that such demonstrations should not be held at any of the gates of the Parliament House building. The Members should cooperate with the Security Personnel in maintaining the security of the Parliament House and its surrounding areas."
The Speaker also directed that any member found violating this order will be subject to disciplinary action.
The decision has been welcomed by many MPs, who believe that it will restore order and dignity to the Parliament House.
"It is important to maintain the sanctity of Parliament and ensure that it functions smoothly. These demonstrations often lead to chaos and disrupt the proceedings of the House," said one MP.
However, some opposition parties have criticized the Speaker's decision, arguing that it stifles their right to protest and hold the government accountable.
"This is an attempt to silence the opposition. We have a democratic right to express our concerns and hold the government to account," said a senior member of an opposition party.
The Speaker's order is the latest in a series of measures aimed at enhancing the security and decorum of Parliament House. In recent years, several new security measures have been implemented, including the installation of metal detectors and CCTV cameras.
The Lok Sabha Speaker's office has also been working on a plan to modernize Parliament House and make it more accessible to the public. The plan includes the construction of a new visitors' center and the creation of more public spaces around the building.
The move by the Lok Sabha Speaker is seen as a significant step towards ensuring the smooth functioning of Parliament and upholding its dignity.
